			<content:encoded><![CDATA[<p>A recently-uncovered scam involving fraudulent health and self-help websites indicates that such crooks bank on the fact that the vast majority of consumers don’t go over their credit card bills carefully enough – or at all. These deceitful sties make money by issuing recurring monthly charges to the credit card accounts of victims and then shut the sites down when too many people notice something is amiss and the complaints start mounting.</p>
<p>This particular fraud involves some 350 sites and hundreds of thousands of consumers. It, and similar scams, dependupon consumers to distractedly pay their credit card bill each month without combing it over with a careful eye to make sure they can account for every single entry.</p>
<p>“Simply because they aren’t checking their bills diligently, they’re missing it,” said YaronSamid, the chief executive of personal finance security service BillGuard.com, according to <em>The Boston Globe</em>.</p>
<p>These way these sham sites usually work is whenever a visitor clicks to take advantage of a “free trail offer” of a beauty product, a self-help program regimen or a diet aid they are actually signing themselves up for a something that is called “negative option billing.” This shady business practice automatically provides services or goods at regular intervals and the customer winds up having to pay unless they manage to make a specific request to decline the items prior to billing. If the individual does not go out of their way to cancel the order, the charges start racking up each month – typically anywhere from $49 to $99. It is not an uncommon practice for scam site owners to arrange for their domain registration information to be obscured – an option that is available to any website owner for a fee – making it impossible to track down the owner.</p>
<p>Regarding the racket reported by <em>The Boston Globe</em>, analysts from BillGuard did some investigating and discovered many similarities amongst the sites, a few of which were named coredetox.com, bestdetoxplan.com, detoxingtoday.com, yourdetoxification.com and startmangotoday.com. There was a similarity among templates used for the sites, in addition to all of the computer serves being located overseas.</p>
<p>Consumers caught up in the swindle who attempted to call and discontinue the service would have an incredibly difficult time reaching someone at the number provided on the site. Most likely the line would just ring and ring or it may even be disconnected.</p>
<p>As a result, “The credit cards are continually being charged,”saidSamid, according to <em>The Boston Globe</em>.</p>
<p>Anyone finding themselves victimized of such a scam is encouraged to dispute the charge with their credit card issuer and contact the Federal Trade Commission or the FBI online and file a complaint site.</p>

But that seems to go all out the window when it comes to holiday shopping, according to a recent combination of studies.</p>
<p>Consumers’ number one fear this holiday season is overspending, according to a study by The Western Union Co. and Wakefield Research. According to the research, 69 percent of the people surveyed planned to create a budget for the holiday season, and another 62 percent said that they wouldn’t mind spending more if they found the perfect gift outside of their price range.</p>
<p>Due to a holiday season frenzy known as Cyber Monday and other online shopping deals prominent during the holiday season, consumers are using their credit cards more and more to complete online transactions.  According to Javelin Strategy &amp; Research, a financial services global research firm, the use of credit cards for online purchases will continue to increase to $444 billion in 2016. It currently is at $309 billion.</p>
<p>&#8220;Despite the nation&#8217;s very rocky economic recovery, consumers appear to have halted their belt-tightening and bank incentives to use credit cards,&#8221; director of research payments at Javelin Stragety &amp; Research.</p>
<p>Credit cards are promoted for online usage, because they are the safest option when it comes to purchase protection. But because of this protection and other bonuses offered,  consumers spend more when using their credit card. Research shows that consumers spend more money on an online transaction with a credit card than with any other payment option. With a major debit card, consumers are more likely to spend $58.29, but while using a major credit card, the average consumers spend $82.10.  Payment numbers are amplified during the holiday season, when consumers often overspend in attempt to take advantage of the best deal.</p>
<p>A survey by FreeScore.com found that American consumers are aware of their overspending and 24 percent believe their balances will increase to above average numbers following the holiday season. The trend is increasing, because in 2010, only 19 percent of those surveyed felt that way. It could be consumers are just saving up before the holidays in an attempt to compensate for the spending that they will do over the holiday season. “Consumers should know to not spend more than they can realistically pay back, regardless of deals and discounts,” Carrie Coghill, director of consumer education for FreeScore.com. It’s important to only buy what you can afford to pay for in the first three months of the next year.</p>

This feature was helpful for customers who feared identity theft and online fraud. The service allowed customers to generate unique credit card numbers that could be used specifically for online retailers or transactions.</p>
<p>Identity theft and online fraud are major issues with online banking, so it is sad to see a service as useful as this go. It seems that as the Internet grows so does fraud. According to the Federal Trade Commission, 21% оf the complaints received іn 2009 were аbоut a form of identity theft. Data from 2009 showed that identity theft statistics found thаt bank and loan fraud accounted for 14% of all identity related theft for that year. Credit card fraud landed on the charts at 17%.</p>
<p>Discover could not be reached for comment, but perhaps they cut the program because it wasn’t proving profitable. The banks are at each other’s necks now to acquire the most capital, after the CARD Act of 2009 put dents in revenue streams. “Secure Online Account Numbers” may be one of the credit cards perks that needed to be downsized.</p>
<p>Consumers across the nation are upset about the service change.</p>
<p>“It’s sad to see a beneficial service like that go to waste. I don’t trust my banking information over the Internet, so I used the service quite frequently when I made online purchases from unknown vendors,” said Discover card user Anita Rodriquez, of Bronx, NY.</p>
<p>According to the e-mail:</p>
<p>“We [Discover] appreciate your continued loyalty to Discover and are committed to protecting your personal information so you can use your card with confidence and peace of mind. In fact, over the years Discover, as well as the credit card industry, have added security measures to protect customers from fraudulent use of their cards both online and offline.</p>
<p>In light of these increased security measures we will be discontinuing the Secure Online Account Numbers program effective September 8, 2011. We realize that you may have Secure Online Account Numbers stored in online shopping carts, so we have taken the necessary actions to keep those numbers valid and active until the expiration date shown on your Discover card for the account you used to create the Secure Online Account Number.”</p>
<p>Discover went on to thank its customers for their loyalty and went on to ensure its customers that other fraud prevention tactics are in place. All Discover cards are equipped with a $0 Fraud Liability so you are never responsible for any unauthorized purchases.</p>

<p>The new card from Capital One for businesses is called the Capital One Business No Hassle Cash Premier card. Customers will be entitled to a cash back of 2 percent on every purchase they make using this card. During a press release to announce the release of this card, Rajsaday Dutt, the senior director of the small business cards division for the bank, said that the owners of small businesses are too busy to focus on the rewards they get only when they shop at certain retail stores. He went on to mention that the new card focuses on being simple and offers high value cash back as compared to other condition oriented rewards which will prove beneficial to entrepreneurs.</p>
<p>The Capital One Business No Hassle Cash Premier card has a number of favorable features associated to it. In addition to the 2 percent cash back on all purchases, the bank also offer customers an added $100 if they spend up to $1000 on this card within the first 90 days. There are no foreign transaction charges on the card as well.</p>

However, a few credit card lenders have excellent protections in place to prevent the card from falling prey to fraud.</p>
<p>Javelin’s Managing Director for Security, Risk and Fraud division, Phillip Blank, says that protection programs to prevent fraud from taking place are the most required, but they are also the most difficult to execute. Preventive measures not just protect the consumers from data theft, it also safeguards the reputation of the bank.</p>
<p>As a part of this study, the fraud protection programs offered by 23 major credit card lenders in the United States was taken into consideration. One of the previous studies conducted by Javelin revealed that the total loss caused due to identity theft in 2010 came up to $37 billion. And even though measures have been taken to curtail losses and prevent identity thefts, there are many more loopholes that need to be plugged.</p>
<p>As per the reports from Javelin, one of the most common types of fraud is applying for a credit card in the name of another person. The study revealed that though most of the credit card lenders have implemented various checks when unusual transactions take place on an existing card, only 8 major players have similar checks in place while opening brand new accounts.</p>

Small business owners have chosen to just stop accepting cards altogether in order to avoid pushing the high fees onto their customers.</p>
<p>According to reports in the LA Times, many small businesses are totally against processing fees also better known as interchange fees on card transactions. This fee is presently at 2% of the transaction amount.</p>
<p>So, if you spend $100 then the merchant has to pay $2 to the card company. Although, this may not seem like a huge amount, it does end up to quite a huge sum since there are so many transactions that are carried out on plastic cards on a daily basis.</p>
<p>Hence, even the big companies such as John Hancock have started declining the acceptance of credit card payments. This financial services giant has recently made an announcement that it would no longer be accepting the payments through plastic cards on its insurance premiums. This is due to the high fees that are being charged during the billing process.</p>
<p>The Fed Reserve has put a cap on its base fee that could be charged while processing debit card transactions. The average is now 21 cents for every transaction. However, the banks are claiming that they need to charge high fees in order to maintain their safety networks and anti-fraud efforts.</p>
<p>But, the Fed has stated that 21 cents is a reasonable price for making these transactions.</p>

<p>Four out of five credit card issuers have reported a decline in delinquencies. This trend has been continuing for quite some time now. This is also partly due to the fact that banks have written off balances on some of its customers who are expected to default. These individuals are now having a hard time to obtain fresh credit cards.</p>
<p>Card companies normally write off balances on cards only after a period of 180 days as they assume that these are uncollectible. Some companies such as Capital One wait for a period of six months before the write off.</p>
<p>According to the data available, card users have been making a conscious effort to pay off their balances in order to protect them adequately in the event of any economic downturn. There was a decline in the outstanding on revolving balances during the month of April. This mostly comprised of credit card expenses and it fell to around $790.11 billion which is a 5% decrease from $831.11 billion in the previous years. That figure was over $973.64 billion during August 2008.</p>
<p>The write-off rates are likely to decline even further as long as banks keep tightening their requirements for credit card approval.</p>

			<content:encoded><![CDATA[<p>The Credit Card Accountability Responsibility and Disclosure Act that came into effect a little more than a year ago has been a subject of debate right from the time of implementation. While consumers had mixed opinions about this Act, banks and financial institutions did not favor this act much. Financial experts predicted that this act would cause a steep hike in the interest rates and other fees associated with the card. However, all this proved to be unbiased fears which have now been put to rest.</p>
<p>The credit card interest rates that were trending northward consistently prior to the implementation of the act, have now stabilized to a great extent. However, the rates of even the lowest APR credit cards are slightly higher than what they were before this act came into existence.</p>
<p>Changes have been noticed in terms of the fees on credit cards too. Though experts had predicted a steep increase in the fees, these apprehensions proved to be short lived. Most of the invalid fees such as the inactivity fees and foreign transaction fees are now things of the past. The existing fees, including the ones for late payment, have an upper limit which has come as a relief to many consumers.</p>
<p>Though the CARD act has done a lot of good to consumers, it has also made it tough for non-working partners to obtain credit cards. With the banks now taking the individual income into consideration as compared to the overall family income, this task seems to have gotten tougher.</p>
